Central Admin Panel to manage mail accounts

Feature request at Ticket#2018040921000271. A central admin panal to configure and manage the different mail accounts, sending and receiving. Most email centric tasks can only be performed from the command-line, like sender domain based routing, usage of external mailboxes in UCS, multi relay server, mail routing. The private sector wishes more comfort here to implement alternative scenarios for fetching, sending, forwarding, mapping and management of mails.
Add delegation to the feature list. There are tasks that need global administration privileges, like adding/modifying/deleting domains, relays and routes. Most day-to-day tasks are however limited to user account manipulation: mail addresses (mailboxes), aliases, forwards, per-user-mail-fetching. Those can be delegated on a per-domain basis. The last two (forwards, per-user-mail-fetching) can be allowed to the user itself. See postfixadmin for an interface that implements some of this.
This issue has been filed against UCS 4.3. UCS 4.3 is out of maintenance and many UCS components have changed in later releases. Thus, this issue is now being closed. If this issue still occurs in newer UCS versions, please use "Clone this bug" or reopen it and update the UCS version.
