UCS 4.4: UMC design adjustments

Some more adjustments will follow. +++ This bug was initially created as a clone of Bug #48471 +++ Following adjustments are made for the UMC design for UCS 4.4: - Scrolling behaviour: Fixed site and module header. Independently scrollable grids and trees and UDM detailpage - Buttons and textboxes follow closer to the google material design.
It's not possible to scroll in traceback panes anymore.

The Grid doesn't show the buttons which don't require context anymore. For example the "add" button in UDM hides when you select a object. Or even more problematic is the UCS@school computerroom module, which doesn't show the "watch" button anymore.
