UCS@school scenarios: Update chapter about user import

The scenario document still describes the legacy CLI import. This must be changed to the new CLI or HTTP API UMC module import. Additionally we provide an Excel file as CSV template which also contains a sheet for the legacy user import. I replaced it with the text from the main manual and added links there to the new and the legacy import docs. I added two tab-separated CSV files encoded to UTF-16. The links should work when uploaded to docs.univention.de, the files are not included in the Jenkins jobs workspace.
Looks good to me. The links should work as soon as it is published.
