The scenario document still describes the legacy CLI import. This must be changed to the new CLI or HTTP API UMC module import.
Additionally we provide an Excel file as CSV template which also contains a sheet for the legacy user import. This needs to be updated as well.

OK: the text about the legacy import was moved into a separate module
REOPEN: please remove the bibliography block at the end - it's not needed, so it produces 3 empty PDF pages
REOPEN: reordering of text to write about new import before old import and stronger discouragement of old import -> see patch

The text from the scenario document was not correct and missing a lot. I replaced it with the text from the main manual and added links there to the new and the legacy import docs.

I added two tab-separated CSV files encoded to UTF-16. The links should work when uploaded to docs.univention.de, the files are not included in the Jenkins jobs workspace.
