Increasing CPU usage over time

The fix will also be released as an errata for UCS 3.1 +++ This bug was initially created as a clone of Bug #33458 +++ univention-virtual-machine-manager-daemon's CPU usage is increasing over time. In a customer's environment with 95 Xen Hosts and ~240 virtual machines the UVMM (running as virtual machine, 2GB Ram, 2 vCPU's) is unusable slow after 2 days (even over the weekend, without heavy frontend usage).
