debootstrap fails to install in correct package order

The netinstaller (to be precise: debootstrap) fails install base-files and base-passwd in correct order if the package order within the packages file does not match. The patch has been applied to debootstrap and a new DVD has been built. Now debootstrap has no problems in installing base-files and base-passwd. Changelog entry not required.
