When logging into an EC2 instance the user should be presented with basic "first step" information by showing /etc/motd.setup

This does not work since UCS 4.0.

The message is printed in etc/pam.d/common-session.d/20system-setup-login-message but univention-system-setup misses the dependency for univention-pam, where the multifile template is defined. As such, the template is never written.
