univention-upgrade should get a UCV variable to specify the default for --updateto, as running "univention-upgrade" without it always updates to the latest version available, which is undesired in certain cases (e.g. QA).

Same for univention-repository-update as "repository/mirror/version/end" is *set* by it to store the last version mirrored and is *not* *used* to limit the version to mirror.

This issue has been filled against UCS 4.0. The maintenance with bug and security fixes for UCS 4.0 has ended on 31st of May 2016.

Customers still on UCS 4.0 are encouraged to update to UCS 4.3. Please contact
your partner or Univention for any questions.
