Microsoft is ending support for Internet Explorer 8, 9, and 10 on January 12th:

We should show an info message if someone uses an old IE version with UMC and discontinue the IE 8, 9 and 10 support for UMC.

The other officially supported browsers have the same problem.
The following browser versions are currently supported by their vendors:

Microsoft supports all versions of IE from version 11 and up including the new Edge browser.
Mozilla supports Firefox 38 as part of their Extended Support Release.
Google only supports the two latest versions of Chrome (currently 47/48). There are still security updates for chromium 37 through Ubuntu 12.04 LTS.
Apple only supports the newest version of Safari (currently 9).

The Piwik statistics are showing that most users are using a vendor supported browser version:

96% of all chrome users are using the versions: 46, 47, 48.
93% of all firefox users are using the versions: 38, 42,43.
95% of all IE users are using: IE11, Edge12, Edge13.
83% of all Safari users are using version 9.

Based on this data I would suggest to give an error message for the following browser versions:
ie < 11 || ff < 38 || chrome < 37 || safari < 9

The above settings would mean:
0.8% of all chrome users would get a warning
2.3% of all firefox users would get a warning
4.0% of all IE users would get a warning

* Make sure that empty warning messages are not displayed below login dialog
