Can't log in into web interface on leap days

Steps to reproduce bug Tried to log in using the UCS webinterface today, Feb 29 2016. Tried using Administrator built-in account and alternative Account. Expected behavior Normal login into web interface. After a rebooting, I was unable to determine the reason from the log files.
