On some systems the default timeout of 7 seconds for the sv start command is not enough. I had to increase the timeout to 30 seconds:
 sv -w 30 start bind9

In the medium term, we will replace the runit scripts with systemd scripts. Unfortunately, we need a fix for UCS 4.2 now.
