Accounts is NOT unlocked when users sets their password for the first time

If I create a new user, the user wizard offers the option, that the user gets an email with a token and can use that to set its own password. Notice that the wizard dialog still shows the checkbox to "disable the account", which is NOT selected by default. But the account is created DISABLED and even after going through the password the process, the account is still DISABLED. An Administrator must manually enable the account for the user to first login.
