Create Jenkins jobs for UCS@school 4.3 (manual, 4.3 tests, update 4.2→4.3, ...).

There are now the following jenkins jobs for UCS@school 4.3:
- Handbook
- Install U@S 4.3 Multiserver
- Install U@S 4.3 Singleserver
- Publish U@S 4.3 scope to testing → currently unused by the test jobs
- Release notes
- Update U@S 4.2 to U@S 4.3 Multiserver
- Update U@S 4.2 to U@S 4.3 Singleserver

All jobs in jenkins are created via a seed job:
http://jenkins.knut.univention.de:8080/view/Seed%20Jobs/job/UCSschool%20Branch%20Job%20Seed/

The .cfg files for EC2 have been updated for UCS@school 4.3.
