Create UCS 5.1-0 EC2 images by using the Jenkins job:

Change `test/utils/start-test.sh` to use new AMI.

QA: should check the Jenkins job `Test EC2 UCS Applicane`.

POST: Copy AMI to all other AWS EC2 regions.
