Es wäre sinnvoll, die UCR variablen im univention-management-console-server zu aktualisieren, wenn ein neuer Benutzer in der UMC eingeloggt wird.

Das sind unterschiedliche Dinge. Das UCR-modul bezieht die Variablenwerte direkt (ohne caching von UCR) während der UMC-Server für "schnelles" Auslesen eine gecachte read-only Variante zur Verfügung stellt, die alle paar Minuten aktualisiert wird (das soll verbessert werden). 

Eine andere Möglichkeit wäre UCR per inotify zu überwachen und immer bei Änderungen neu zu laden.
