Keyboard layout is not set in thin client live boot

This used to work in earlier UCC versions, but I'm not sure which bug to reopen/which caused the regression, so I'm opening a new bug: When booting a current UCC thin client image via live boot, the keyboard layout is not set. The locale is correctly used; all dialogues are in German. xorg/keyboard/options/XkyLayout is correctly set to "de" on system, which booted from a UCC server with German keyboard, so something seems to have regressed in the setup code.
The keyboard layout on the terminal console/tty is correct.
This is limited to the thin client image, everything works with the desktop image live boot.
Installing the thin client image to disk also ensures a correct keyboard layout in X, so it's not related to missing packages in the thin client image.
udevadm trigger --subsystem-match=input --action=change is now being called in the lightdm Upstart job. This leads to a German keyboard layout in a live boot. For the QA: - Start a live boot with a current thin client image from a UCC server with German keyboard.
Correct keyboard layout was set in a live bootet system with the current UCC thinclient image. Verified.
