Every joind ucc system needs the network-manager to start properly, see univention-join 

...
# we are sure that this is not a liveimage because we are joining a domain

...

but no ucc package depends on network-manager

univention-corporate client now depends on network-manager.
univention-corporate-client 1.0.22-1

network manager has been removed from the example image configuration files:
ucc-image-toolkit 1.0.7-1
