Problem:
The start of the DHCP server on a noneducational slave (Verwaltungsnetz) fails, if the UCS@school packages are not installed.

The documentation does not clearly states, that the UCS@school packages have to be installed on a noneducational domaincontroller slave.

ucs-school-webproxy sets the UCR variable dhcpd/options/wpad/252=text which enables the DHCP server to parse the LDAP configuration.

In connection with bug 29869 it should be checked if this variable should be mentioned in the UCS@school admin manual or if a seperate package for noneducational systems should be provided.

Therefor the package ucs-school-nonedu-slave have been created which sets dhcpd/options/wpad/252?text on installation.

An additional section has been added in installation-de.xml describing the installation of ucs-school-nonedu-slave on a non-edu slave.
