Currently the App Center runs a dist-upgrade before installing an App. This should be removed because it is difficult to plan an installation.

dist-upgrade is needed at least when upgrading an app because we do not know which packages were updated in the repository of that app.

The following things were implemented:
 * dist-upgrade only if app-upgrade
 * show warning that a dist-upgrade is performed and that one has to deactivate errata updates if this could lead to problems if app-upgrade
