The DRBD userspace tools in UCS are in version 8.3.11.

Since Linux 3.9 the DRBD kernel module requires at least a 8.4 userspace.

8.4 isn't packaged in Debian yet:

The package drbd8-8.3.13 has been adapted to version 8.4, imported drbd8_8.4.3 and build
