If a policy is directly connected to a object, the UDM modules in UMC makes only settings visible that are part of this policy, but no inherited settings.

examble:
- password policy connector to the ldap base limits the passwort lenght to 8 characters and the passwort age to 3
- one user has a policy where only the password age limits are set
- at the user object, in UMC the "password length" field is empty - it shoul be "8"

I marked this bug as "critical" because:
- this was different in UCS <3.0, long time users will be confused
- the UDM hides potentialy critical information
