Our DocBook documents contain <citeref>-elements to reference manual pages.
Currently we use the service at <http://manpages.debian.net/cgi-bin/man.cgi>, which is currently unavailable.

We should consider switching to either the new Debian service announced in <http://lists.debian.org/debian-doc/2013/10/msg00026.html> or host our own service to provide the manual pages.

The service can be configures in doc-common/docbook/stylesheets/common_html.xsl#generate.ciretefentry.link.
