-> ls -al /usr/lib/univention-server/server_password_change.d/univention-printquota 
-rw-r--r-- 1 root root 1375 23. Jul 09:34 /usr/lib/univention-server/server_password_change.d/univention-printquota

So univention-printquota is not executed on server password change and  then univention-printquota-setuser is useless.

fixed univention-printquota (added execute permissions to password rotation helper).
