Meta packages should add different services to host objects

Currently there is no simple way to determine if a dc slave has been set up as educational slave or as administrative slave. We should set sophisticated univentionService values at the corresponding host objects. (Please also check if this would break existing mechanisms)
* The ucs-school-slave joinscript now registers the role "UCS@school Education" with the machine object. * The ucs-school-nonedu-slave joinscript now registers the role "UCS@school Management" with the machine object. * The listener module implemented for Bug 32187 and the associated test make use of this. * Changelog adjusted.

Due to a lot of old code using the term administration, the service entry has been renamed from "UCS@school Management" to "UCS@school Administration".
