If a license with key-id is added, the key-id is written to UCR uuid/license.
If a license without key-id is imported afterwards, the app center complains about the missing key-id, asks the user to request a new one but refuses to import is due to the key-id already set in uuid/license.

If a license without a key-id is imported, the UCR variable uuid/license should be unset.
