For adapting section 8.2.4.1.4.1., I created Bug 36627.

I adapted the chapter for UCS 4 [r55768]. I added a section about the new module "System diagnostic" in German and added a #TODO tag for the English translation. If the German part is ok, I could translate it, as well.

I also removed "in the UMC" style phrases with "in UMC" and adjusted other minor things.
