Currently, the first 00_base tests modify the system. But we still need some tests which don't modify the system. They should just check the system state.

In order to reach it, please move 00_base to 01_base and add 00_checks.

  * 00_checks: added a new test section;
    00_checks/10_s4_connector_rejects: moved the test from ucs-school;
    debian/control: added new section for '00_checks';
    debian/ucslint.overrides: adjusted pattern to '01_base';
    debian/ucs-test-base.install: adjusted path to '01_base';
    debian/ucs-test-checks.install: added new file (Bug #37011).
