Custom ACL snippets in squid.conf

The customer should be able to add custom ACLs to the squid.conf, e.g. to implement a workaround like in Bugs 37541 and 37542.
This bug should implement the base framework for bug 37541 and bug 37542. The configuration should be end-user compliant (if possible). So "high tech" mechanism like regexps should be at least optional for configuration.
Please also prepare a SDB article that explains how to determine e.g. the problematic user agent, and how to setup an exception via UCR.

An introduction in the SDB article would also be nice. It could also mention that the feature is only available after errata-X.
