/etc/init.d/nscd restart kills nscd daemons in docker containers.

I guess we need to remove these lines from the script


        # Wait for children to finish too
        # start-stop-daemon --stop --quiet --oknodo --retry=0/30/KILL/5 --exec "$DAEMON" > /dev/null

Commits 59439 and 61454 (in ucs-4.0/component/ucs-container) were merged in commit 63259 to 4.1.
