On one of Ammar's test machines, sieve did offer neither any authentication mechanism nor STARTTLS.

Please check if this is still the case and fix it, if still present.

Looks like it is a version difference:

old version was used:
univention-mail-dovecot (0.0.0-16.12.201506081420)

latest version, sieve works as expected: 
univention-mail-dovecot (0.0.0-19.15.201506160954)
