Apply to 4.1 branch when QA is happy with #18512 for 4.0-2errata.

Aufgefallen bei der Schulung: In den Kontakt-Informationen im UDM kann zu der Adresse im Reiter "Kontakt" kein Land gespeichert werden.

Commits 62470 and 62471 replay the commits for Bug #18512.

A country field is added to the contact tab, (udm attribute "country"). A test to check if the list is up to date (61_udm-users/27_country_names_uptodate) was added too.

Verified: Merged to UCS 4.1. No changelog neccessary as the original change was announced as a 4.0-3 erratum
