Update package lists for policy-based installation/uninstallation of individual packages

I demonstrated the feature "policy-based installation/uninstallation of individual packages via package lists" in some technical trainings and workshops recently. I (and the attendees) noticed that the pre-packaged lists are quite outdated. The "Univention" list contains for example: * univention-5250 * univention-fax-client * univention-fax-server * unidump * univention-windows-installer * univention-thin-client * ... As far as I know all of these are not available anymore. The "Tools" list contains mainly packages that are already installed by default: * wget * screen * less * elinks * emacs21 (okay, pre-installed is emacs23) * lsof * file * traceroute * ... We should update those lists or at least remove the packages that are not available anymore.
