The UCR variable apache/ssl/tlsv12 is not registered for the config file
/etc/apache2/mods-available/ssl.conf therefore changing the UCR variable does not update the config file.

The UCR variable is not registered, because the correct variable names are 
apache2/ssl/tlsv11 and apache2/ssl/tlsv12. Therefore the comment within the template is not correct:

# To only allow TLS 1.1 and TLS 1.2, use apache/ssl/tlsv11=true
# To only allow TLS 1.2, use apache/ssl/tlsv12=true

→ s,apache/,apache2/,
