simplesamlphp ends in a redirection loop during authentication if the memcached servers are down.

This has been fixed in:
https://github.com/simplesamlphp/simplesamlphp/commit/3466f17636ae5b407740b747d8b86e969ee8b053

github issue is:
https://github.com/simplesamlphp/simplesamlphp/issues/264

Either we wait for the next simplesamlphp+debian release or we backport the patch.

Fixed in v1.14.0-rc1

ucs 4.3 includes v1.14.11
