Password reset self service

Please check if the manual has to be adjusted. +++ This bug was initially created as a clone of Bug #37890 +++ A customer suggested a self service for UCS@school users so they are able to reset their own password over a second communication channel. Currently an additional person with more access permissions is required to reset a user password (student → teacher → school admin → domain admins). By implementing a second communication channel (e.g. SMS or eMail to a private mail address), a user would be able to reset it's own account without further help.

Currently the manual only describes that there is such a password reset/change service, but there is no description on how to configure the service. For the 4.1-0 release, I think the current manual is minimum but sufficient. I will create a new bug for configuration details.
