The appcenter writes german strings into /usr/share/univention-management-console/modules/apps.xml.

The modules doesn't get translated due to this.

After removing the broken code from Bug #39146 + ucr commit this is fixed.
Bug #39146 removed the currently set locale which causes that all strings are in the default system locale (e.g. german).
