currently it is possible to add a quota by a policy or the umc module.
both ways provide the same user experience, e.g. same labels, options and descriptions.

please also 
(1) adjust the layout of the input fields (policy) so that each field has the same width 

(2) and adapt the error message if user does not exist (umc module):
"Failed to modify quota settings for user test1 on partition /dev/vda1"
--> "User 'test1' does not exist. It is not possible to add quota settings for non existing users."

(3) Rename checkbox "Reapply settings on every login"
--> "Overwrite user specific quotas"

(4) Adapt description for the "Reapply settings on every login" checkbox
"Reapply the mountpoint specific user quota policies on each user login. If not set, the initially configured quota settings will not be overwritten."
--> "If set all user specific quotas for every share will be overwritten by this policy."

"Die Einstellungen der Mountpunkt spezifischen Benutzerquota bei jedem Benutzerlogin anwenden. Wenn nicht aktiviert, wird eine initial gesetzte Quota Einstellung nicht überschrieben werden."
--> "Wenn aktiviert werden benutzerspezifische Quotas für jede Freigabe durch diese Richtlinie überschrieben."

This issue has been filled against UCS 4.1. The maintenance with bug and security fixes for UCS 4.1 has ended on 5st of April 2018.

Customers still on UCS 4.1 are encouraged to update to UCS 4.3. Please contact
your partner or Univention for any questions.

If this issue still occurs in newer UCS versions, please use "Clone this bug" or simply reopen the issue. In this case please provide detailed information on how this issue is affecting you.
