Bug #39720 introduced backend side rate limiting to the self service. It added a dependency to python-pylibmc, but this package was never released as a maintained package.

Currently, univention-self-service-passwordreset-umc 1.0.3-12.58.201512081132 is not installable.

We have to release the package python-pylibmc as a maintained package for UCS 4.1

Was already built in errata4.1-0.
