DHCP should be updated to 4.2.2 (Debian Wheezy) in UCS 3.3.

repo_admin.py --cherrypick -r 4.0 -s errata4.0-4 --releasedest 3.3 -p isc-dhcp

r15989 | Bug #40694 dhcp: UCS-3.3
 The linker in UCS-3.3 has a problem with slapd using univention_debug_init(), while only univention-policy is linked directly, but univention-debug only indirectly through univention-policy.
 Rewrite configure.ac to check for both header and library files.
 That should be forward-merged to UCS-4.x
