Implement a listener module that synchronizes users to the google directory for the google apps for work app.

I found one smaller issue: Bug 41185

OK: user and group listener module
OK: add, modify, deactivate, delete users
OK: respect privacy settings via UCR config (sync never, anonymized, static)
