An App ini does not contain branding settings if no app branding has been defined. In that case, the default welcome screen should be shown.

univention-app-appliance does however dpkg-divert the default ucs.plymouth theme, but then does nothing to set a new theme if it is not defined in the app ini.

The package diverted the default ucs.plymouth theme unnecessarily. If an app branding is to be done, another theme is created anyway (ucs-appliance-[light|dark]).
