Make samba_dnsupdate skip creating a _msdcs NS record when DNS zone is at legacy position

The DNS data should be migrated from the legacy position to the default DNS partition. We should at least have such a migration script. It should also be checked if the S4 connector cache has to be updated.
Maybe we can release the script as part of UCS 4.1-4 (errata) and make it as default for UCS 4.2.

The migration script has been split off as Bug 43692, it still needs extensive testing. For this bug I've adjusted the patches for Bug 43288, so Samba's dns_update_list doesn't need to be modified. The samba_dnsupdate tool now checks if _msdcs.$domainname has an SOA record at all, which is not the case in the legacy location. Otherwise it skips adding this record.
