Finalize Docker upgrade

The docker update has been done via Bug #42282. We should check for a new Ubuntu Docker upgrade: http://packages.ubuntu.com/xenial-updates/docker.io We should also re-check the test suite (012_rules_disable_testsuite.patch), see Bug #42282#c8
Note that after an update to 4.2, the docker CLI is unusable until restart (I simply restarted the machine). This may be a problem if the App Center is to be used immediately after an update.

It seems to be only a registry server test issue, every thing else looks good.
