Currently, the administration category is shown first. I think we should switch the order between installed services/apps and administration. 

That applies to all portals.

ATM I am not convinced that this is a good idea. Can we discuss this point again?

Fixed (with wrong bug number, though).

I fixed the order of the locally installed apps category. The order is now:
(1) locally installed apps
(2) domain services
(3) administration (including portal link)
