One use case it not working with the fix from Bug #43626: When setting up a UCS and _not_ joining the domain, no certificate will be generated, and the final apache2 restart in the cleanup scripts will not work - system setup will then wait forever.

This has to be adjusted

All roles now generate certificates, but only the master will restart apache2.

univention-certificate new only works on master, so generate a dummy certificate using sourced make-certificates.sh functions
