always create en_US.UTF-8 locale

+++ This bug was initially created as a clone of Bug #40931 +++ The en_US.UTF-8 locale is needed for PostgreSQL to work. If it doesn't exist, something like in Bug #40931 happens. There was a case in the forums too. This may be true for other software as well. Adapt the template for /etc/locale.gen to always contain en_US.UTF-8.
This issue has been filed against UCS 4.2. UCS 4.2 is out of maintenance and many UCS components have changed in later releases. Thus, this issue is now being closed. If this issue still occurs in newer UCS versions, please use "Clone this bug" or reopen it and update the UCS version. In this case please provide detailed information on how this issue is affecting you.
Please use locale C.UTF-8 where ever possible as that one is always available nowadays. Also base/univention-system-setup/usr/share/univention-system-setup/startxwithfirefox contains code to always force en_US.UTF-8 to be available - see Bug #42853 comment 13 *** This bug has been marked as a duplicate of bug 42853 ***
