The modules "Package Management" and "Repository Settings" would also be useful for the root user. For example: root cannot manage the packages on an unjoined slave via the UMC.

This happened in my UCS Technical Training Task#10198 as I tried to join a UCS-4.2-3 backup to a UCS-4.3-0 master and univention-ldap-overlay-memberof was not installed automatically during installation (Bug #46091). Afterwards the backup was not joined and I only could login to the UMC as "root", but the two named modules were not available so I was not able to install the missing package.
Instead I had to revert to using the command line (using VNC).

This issue has been filed against UCS 4.2.

UCS 4.2 is out of maintenance and many UCS components have changed in later releases. Thus, this issue is now being closed.

If this issue still occurs in newer UCS versions, please use "Clone this bug" or reopen it and update the UCS version. In this case please provide detailed information on how this issue is affecting you.
