Apparently the job installs an old version of ucs-windows-tools. Stefan knows the details. After the Errata-Update I've announced it as unmaintained to the errata scope. No clue what's required here..

If I look at the blame in winexe.py I see that a check for the value of loglevel has been added in Bug #41571 / r78040. This check is still present with the latest ucs-windows-tools version. So I set the loglevel to 4.
