All needed packages have to be copied to the app center, etc.

See bug 45029#c6 for a list of packages copied to appcenter.test.
My testinstallation from the test appcenter has been successful.

$ univention-app install ucsschool="4.2 aaa MVP v6 DO NOT RELEASE"
$ univention-install ucs-school-import-http-api ucs-school-umc-import 

All packages were downloaded from those two repositories:
* http://univention-repository.knut.univention.de/4.2/maintained/
* https://appcenter-test.software-univention.de/univention-repository/4.2/maintained/component/

$ cp /usr/share/ucs-school-import/configs/user_import_http-api.json /var/lib/ucs-school-import/configs/user_import.json 

The an install in the UMC module succeeded.
