Add a jenkins job to preview the current status of the ucs@school chagelog.

For now I just added a directory "changelog_preview" and a jenkins job ReleaseNotesPreview that builds that directory.

The changelog yaml needs to made manually
cd errata/staging
create_app_changelog -r 4.2 -v "4.2 v8" <yaml> <yaml> ...

move the changelog from changelog to changelog_preview and build the job.

I would like to fully automate that in the future... :)

This issue has been filed against an outdated version of UCS@school.

The version present when this bug was created is out of maintenance and UCS components may have vastly changed in later releases. Thus, this issue is now being closed.
