The UMC import module (package ucs-school-umc-csv-import) supports only the legacy CSV format, is hard to maintain and few customers use it.

Further development is going into the HTTP-API UMC frontend (package ucs-school-umc-import).

1) Do not install ucs-school-umc-csv-import by default anymore.
→ Remove from "Recommends" in packages ucs-school-master and ucs-school-singlemaster.
2) Add a hint to section school:setup:umc:csvimport:import of the UCS@school manual how to install it, in case a customers wishes to use it.

We decided to remove this UMC module completely with UCS@school 4.4
